You have been asked by your manager to put in place a new Safeguarding Procedure to ensure that no vulnerable person is left in a position where they could be at risk of harm.
This follows an incident when a vulnerable adult was left in their room (at another facility) following an incident of challenging behaviour. This resident then walked out of the property via an unlocked gate (it had been unlocked to provide access to the refuse collector) at the back of the premises.
The first the home know about this situation was when the family contacted them four hours later and informed them that their mother was now in hospital as she had been found wandering the streets by the police.

It is rare that there is just one way to respond to a scenario or situation, so do not consider that the response you have chosen to this scenario will be judged as right or wrong.
